If you have any Carnival points, go find Miss Liu (Twin City 360,328) to start the lottery. The lottery will cost you 25 or 30 points. It depends on whether you have helped the Orchid Duke solve his problem or not.

1. You can check your Carnival Points from Miss Liu, as well as exchange a Phoenix Badge for 5 Advanced Joy Coins.
